Ubuntu 14.04 / 16.04:
Extra Effects was part of Ubuntu and Compiz until Ubuntu 12.04, but was not installed by default in 12.10 and later!
To get wobbly windows, you must install the CompizConfig Settings Manager and its extra plugins.
sudo apt install compiz-plugins-extra compizconfig-settings-manager
(tested with 14.04 and 16.04)
